XIV Judicial Forum: Roman Sabodash Participated in a Discussion on the Development of the Judiciary

On November 28, 2025, Roman Sabodash, a member of the High Qualification Commission of Judges of Ukraine, took part in the XIV Judicial Forum organised by the Ukrainian Bar Association.

On the second day of the forum, participants in the “Justice Sector” session discussed issues of personnel development, judicial independence, the integrity of candidates for positions of judges, the updating of educational approaches in judicial education, and the specifics of conducting interviews, including their moral aspect.

Roman Sabodash, member of the High Qualification Commission of Judges of Ukraine, informed the forum participants about the progress of the selection procedure for judges in local courts. He noted that at the moment, the Commission is reviewing the practical work of more than three thousand candidates for courts of first instance, while a competition for courts of appeal is being held simultaneously. In particular, interviews have begun with candidates for vacant positions of judges in the Lviv, Odesa, and Kyiv courts of appeal. The competition for the High Anti-Corruption Court is ongoing. In addition, on December 01, 2025, the acceptance of documents from candidates in the competition for the Specialised Circuit Administrative Court and the Specialised Administrative Court of Appeal will begin.

During his speech, Roman Sabodash emphasised that organising and conducting competitive procedures under martial law is a complex process. Despite this, thanks to the coordinated work of the Commission, the Commissions secretariat, and the support of international partners, the HQCJ is able to ensure the continuity of competitions and continue to update the personnel potential of the judiciary.
