On June 05, 2024, the second meeting of the Steering Committee of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” was organized by the Council of Europe Office in Ukraine with the support of the Ministry of Foreign Affairs of Ukraine. The High Qualification Commission of Judges of Ukraine was represented by the Deputy Chairman of the Commission Ruslan Sydorovych, and member of the Commission Oleh Koliush.
The current state of implementation of the Action Plan and the results obtained in
2023–2024 were discussed. There were also talks on the urgent needs, capacities and priority areas of cooperation for 2025–2026 in accordance with the goals and objectives set out in the Action Plan, with a focus on facilitating Ukraine’s accession to the European Union and the gradual adaptation of Ukrainian legislation to European Union standards.
With regard to justice and the rule of law the Action Plan, in particular, provides for the harmonization of human rights regulations with the provisions of the European Convention on Human Rights and the case law of the European Court of Human Rights.
During the session on legal issues, representatives of various authorities made presentations on, among other things, achievements and lessons learned in such areas of cooperation as constitutional law and justice, support for the justice system, and the fight against corruption, economic crime, and cybercrime.
Ruslan Sydorovych emphasized that the Commission counts on further support from the Council of Europe in implementing the Council of Europe standards in the competition procedures as well as in the qualification evaluation of sitting judges, which will help accelerate Ukraine’s European integration.
The event was attended by a delegation of the Council of Europe Secretariat headed by Director of the Directorate of Programme Coordination of the Council of Europe Claus Neukirch, Head of the Council of Europe Office in Ukraine Maciej Janczak, representatives of central government agencies, civil society, and other stakeholders involved in the implementation of Council of Europe projects under the Action Plan.
