On  November 7, 2023, the Chairman of the High Qualification Commission of Judges of Ukraine Roman Ihnatov and a member of the Commission Liudmyla Volkova had an online meeting with the leaders of the Lithuanian-Ukrainian Project “Strengthening communication competences of the judicial system of Ukraine by developing an effective internal communication system and sustainable communication tools” Reda Molienė and Živilė Navickaitė-Babkin.

The Project is directed, in particular, at strengthening the communication competencies of the judiciary of Ukraine through the elaboration of sustained communication tools and mechanisms.

There were also present at the event the representatives of the High Council of Justice, courts, and other legal experts.

Roman Ihnatov informed the participants about the current state of affairs in the system of internal communication and coordination of the High Qualification Commission of Judges of Ukraine with other judicial bodies and external communication with the public.

During the meeting, the Project representatives agreed to scrutinize the communication environment of the judicial governance bodies in order to develop recommendations and organizational groundworks based on the Judicial Press Centre at the High Council of Justice. The participants of the event did not rule out the possibility of introducing training programs for trainers in internal and external communications.

The Chairman of the HQCJ and the Project leaders also agreed to continue the dialogue on ways to implement effective communication between the Commission and the public to ensure an appropriate level of trust of civil society in the processes taking place in the Commission.

It should be recalled that the High Council of Justice, the High Qualification Commission of Judges, the Supreme Court, the State Judicial Administration of Ukraine, the Council of Judges and the National School of Judges of Ukraine signed a Memorandum of Understanding on Interaction and Cooperation of the Ukrainian judiciary in 2018. It aims, inter alia, to improve communication between the judicial bodies, establish a system of educational activities directed at familiarising with the activities of courts and judges, ensure coordinated and consistent communication of representatives of the judiciary with the media, the public and civil society and develop unified rules for the activities of judicial bodies and institutions in the field of communication.
