Regarding Testing of General Knowledge in the Field of Law and Knowledge of the Specialisation of the Relevant Court

The testing of general knowledge in the field of law and knowledge of the specialisation of the relevant court, scheduled by the Commission on July 25, 2025, as part of the qualification exam for candidates for the position of local court judge and for judges intending to be transferred to another local court, will be held from August 05 to August 26, 2025, at two locations:

  1. The premises of the High Qualification Commission of Judges of Ukraine, located at: 9 General Shapoval Street, Kyiv.

The duration of the test of general knowledge in the field of law and knowledge of the specialisation of the relevant court is 100 minutes (the maximum possible score in the information system is 100; the maximum possible score with the application of a coefficient of 1.5 is 150 points).

A participant is considered to have failed the exam if they score less than 75% of the maximum possible score (i.e., less than 75 points in the system or less than 112.5 points with the coefficient applied).

Participants who have scored at least 75 per cent of the maximum possible score are admitted to the third stage of the exam (cognitive abilities test), in the following numbers:

- 4,200 candidates for the position of judge of a local general court and judges who have expressed their intention to be transferred to a local general court;

- 600 candidates for the position of judge of a local administrative court and judges who have expressed their intention to be transferred to a local administrative court;

- 600 candidates for the position of judge of a local commercial court and judges who have expressed their intention to be transferred to a local commercial court.

If two or more candidates for the position of judge and judges have received the same lowest passing score in the second stage of the qualification exam, all such candidates for the position of judge and judges are admitted to the third stage of the qualification exam.

If a participant’s name differs from that on the list (e.g., due to a name change), they must promptly inform the Commission at (044) 233-63-85 and bring documentation confirming the change.

Testing of general knowledge in the field of law and knowledge of the specialisation of the relevant court will be carried out using computer technology.

The testing will be conducted by authorised representatives.

During the testing, authorised representatives will make announcements to participants regarding the testing procedure and the order of movement in the testing room. Please listen carefully to the announcements and follow the relevant instructions.

Testing schedule:

08:00 – doors open for the first group of participants to enter the testing room;

08:00 – 09:00 – registration of the first group of participants;

09:00 – 09:10 – announcement of the testing rules and instruction on how to use the information system used for the exam;

09:10 – 10:50 – test taking;

10:50 – 11:00 – recording of test results.

11:10 a.m. – 12:10 p.m. – registration of participants in the second group;

12:10 p.m. – 12:20 p.m. – announcement of the rules for taking the test and instruction on how to use the information system used for the exam;

12:20 p.m. – 2:00 p.m. – test taking;

2:00 p.m. – 2:10 p.m. – recording of test results.

14:20 – 15:20 – registration of participants in the third group;

15:20 – 15:30 – announcement of the rules for taking the test and instruction on how to use the information system used for the exam;

15:30 – 17:10 – test taking;

17:10 – 17:20 – recording of test results.

Participants are requested to arrive early for registration!

Before entering the testing room, participants must turn off their mobile phones and other electronic devices used for recording, playing, receiving and transmitting information.

To enter the premises and register, participants must present their Ukrainian passport (in physical form) and the individual card issued during registration for the first stage of the exam.

Without a Ukrainian passport (in physical form), participants will not be admitted to the testing room!

During registration for the test, the following will be carried out, in particular:

1) the participant will select a workstation for taking the test from among the printed and randomly hidden options placed in front of him/her;

2) the participant will select an individual code (login) for taking the test from among the printed and randomly hidden options placed in front of him/her;

3) the general rules for taking the test will be issued.

4) a bag will be issued for storing personal belongings that are prohibited for use during the test.

The workstation and individual code selected by the participant during registration are indicated on the participant’s individual card.

The individual card is the only document with which the participant can find out their own coded results for the individual stages of the exam.

Keep your individual card until the Commission determines the overall results of the qualification exam (decoded)!

Participants admitted to the next stages of the qualification exam must have with them an individual card issued during registration for the first stage.

Entry to the testing room will be granted upon presentation of an individual card and a Ukrainian passport (in physical form).

At the entrance to the testing room, as well as at the request of an authorised representative, participants must present their individual card and Ukrainian passport (in physical form). Participants are not allowed to move around the room without these documents.

Immediately after being admitted to the testing room, participants must take their seats and remain there at all times. From that moment until the test results have been recorded, participants are prohibited from moving around the room without the permission and accompaniment of an authorised representative, or from going outside, including to smoke.

A bag for storing personal belongings that are prohibited for use during the test must be kept closed near the participant’s workstation. Participants are not allowed to use pens, pencils, blank sheets of paper, notebooks, etc.

During the testing of general knowledge in the field of law and knowledge of the specialisation of the relevant court, participants will not be provided with water. Placing your own bottle of water and medication (if necessary) on the table is permitted.

After the authorised representative announces the start of the test, participants may leave the room to use the restroom in exceptional cases, with the permission and accompaniment of the authorised representative.

If it is necessary to contact the authorised representative during the test, in particular to notify them of the intention to go to the restroom, participant must remain at his workstation, raise his hand and, without disturbing other participants, wait for the authorised representative.

Participants will be allowed to leave for the restroom one at a time. The next participant may leave for the restroom after the previous participant has returned.

If a participant is late for the test, he/she has the right to register and take the test within the time allotted for it. No additional time will be provided in such cases.

A participant has the right to refuse to take the qualification exam, in particular due to health reasons, which shall be recorded in a corresponding report. After completing the report on refusal to take the qualification exam, such a participant must immediately leave the testing room accompanied by an authorised representative.

Please note that if a participant refuses to take the general knowledge test in the field of law and knowledge of the specialisation of the relevant court, in particular due to health reasons, they will be deemed to have failed the qualification exam (stage).

After the time allotted for the test has elapsed, the participant must remain at their workstation and wait for an authorised representative to record their score in the classroom register. The participant must confirm the accuracy of the score recorded by the authorised representative with their own signature. The participant may leave their workstation and the testing room only after completing these actions.

If circumstances arise that, in the participant’s opinion, prevent them from taking the test and/or accidentally cause them to perform incorrect actions with the computer equipment, such a participant must raise their hand, inform the authorised representative and wait for instructions on how to proceed.

Rules of the test:

During testing, participants have the right to:

1. Appropriate and safe conditions.

2. Polite and impartial treatment.

3. Water and medication on the table.

4. Taking the test within the time allotted for it.

5. Early completion of the test, but no later than 15 minutes before its end.

6. Refusal to take the test, in particular due to health reasons.

During the test, participants are prohibited from:

1. Taking the exam while wearing outer clothing and headwear.

2. Communicating in any form with other participants, in particular after registering for the test, receiving information or material media from them or passing it on to them.

3. Disturbing other participants while they are taking the test.

4. Taking the test on behalf of another participant.

5. Cheating, including by copying from another participant.

6. Leaving the workstation and the test room without permission and without being accompanied by an authorised representative.

7. Bring dangerous objects and substances that may pose a threat to the life and health of others into the testing room.

During the test, the participant is obliged to:

1. Observe discipline and generally accepted rules of conduct.

2. Turn off their electronic devices (mobile phones, electronic watches, devices for reading, processing, storing, reproducing and receiving/transmitting information, as well as individual elements that may be part of them (Bluetooth headsets, headphones, etc.).

3. Place their own paper sources of information (including notes), electronic devices and other personal belongings in a special bag provided by the Commission.

4. Place their Ukrainian passport and individual card at their workstation.

5. Take the test at the workstation assigned to them.

6. Take the test independently.

7. Follow the instructions and requirements of authorised representatives.

Specifics of the test:

To take the test, participants will be provided with:

1) a workstation (desk and chair);

2) a bag for personal belongings;

3) a computer.

There are 100 test questions on general knowledge of law and knowledge of the specialisation of the relevant court, of which 33 are on general knowledge of law and 67 are on knowledge of the specialisation of the relevant court.

Each question has four answer options, only one of which is correct.

The basic test questions on general knowledge in the field and knowledge of the specialisation of the relevant court (with correct answers) for the qualification exam of candidates for the position of local court judge and judges who intend to be transferred to another local court are published in advance on the official website of the Commission under the heading “Testing of general knowledge in the field of law and in each court specialisation (administrative, commercial, general)” in the “Preparation for the qualification exam” section of the “Selection of candidates for the position of judge” section.

Test score calculation method:

1) correct answer to one test question – 1 point;

2) incorrect answer to one test question – 0 points;

3) no answer to one test question – 0 points;

4) all points are added up.

The test results are displayed in the information system used by the Commission for the purposes of the exam immediately after it has been taken.

A coefficient of 1.5 is applied to calculate the score that a participant receives for testing general knowledge in the field of law and knowledge of the specialisation of the relevant court.

The maximum possible score at the stage of testing general knowledge in the field of law and knowledge of the specialisation of the relevant court is 150.

Strict compliance with the rules for taking the test is the participant’s responsibility. Ignorance of these rules does not exempt the participant from responsibility related to participation in the qualification exam. Any violation of the rules for taking the test by a participant will be recorded in the minutes, which may be grounds for the Commission to decide that the participant has failed the exam!
