The Leadership of the High Qualification Commission of Judges of Ukraine Has Been Elected

On August 06, 2025, the High Qualification Commission of Judges of Ukraine considered the issue of electing the Chairman, Deputy Chairman and Secretaries of the Chambers of the Commission.

As a result of a secret ballot, Andrii Pasichnyk was re-elected as the Chairman of the Commission and Oleh Koliush was elected as the Deputy Chairman.
Serhii Chumak was re-elected as the Secretary of the First Chamber, and Ruslan Melnyk was elected as the Secretary of the Second Chamber.

The term of office is one year.

It is worth recalling that on June 01, 2023, Andrii Pasichnyk was appointed a member of the HQCJ by decision of the High Council of Justice, and on August 07, 2024, he was elected as a Chairman of the Commission by its members.

Andrii Pasichnyk holds a PhD in Law (2012) and the academic title of Associate Professor (2015). He is the author of over 30 legal publications, a practicing lawyer until 2020, and specialized in corporate, civil, and administrative law. He studied management at the Kyiv-Mohyla Business School.

From 2020 to 2023, he headed the Department of Full Checks at the National Agency on Corruption Prevention (NACP). He has substantial experience in anti-corruption, implementation of digital tools in public administration, and project management.

Oleh Koliush was appointed as a member of the HQCJ from among judges by decision of the High Council of Justice on June 01, 2023.

He graduated from the East Ukrainian State University in 1999 with a degree in Law and qualified as a lawyer.

Before becoming a judge, he worked as a legal adviser for various private and public enterprises and practiced as an individual attorney.

Since 2012, he served as a judge at the Leninskyi District Court of Luhansk and later at the Avtozavodskyi District Court of Kremenchuk, Poltava Region.

Since May 2019, he has been serving as a judge of the High Anti-Corruption Court. He holds a PhD in Law.

Serhii Chumak was appointed as a member of the HQCJ from among judges by decision of the High Council of Justice on June 01, 2023.

After graduating from university, he worked from 1997 to 2004 in various positions within the prosecutor’s office, including as Deputy Head of the Criminal Justice Unit of the Donetsk Regional Prosecutor’s Office.

From September 2004 to November 2010, he served as a judge at the Zhovtnevyi District Court of Mariupol, handling criminal, civil, and administrative cases.

Since November 2010, he has been serving as a judge of the Administrative Court of Appeal.

In 2014–2015, he was a member of the Council of Judges of Ukraine, and has been elected delegate to the Council of Judges on four occasions from the courts where he worked.

Ruslan Melnyk was appointed as a member of the HQCJ by decision of the High Council of Justice on June 01, 2023.

A legal professional with 25 years of experience in the law enforcement field, from 2016 to 2023, he worked at the National Anti-Corruption Bureau of Ukraine (NABU), where he headed the Corruption Prevention Unit.

He holds a PhD in Law in the specialty 12.00.08 – Criminal Law and Criminology; Criminal Executive Law (2008), and the academic title of Associate Professor in Criminal Procedure and Justice (2011). He is the author of over 40 legal publications.
