Pursuant to part one of Article 55 of the Law of Ukraine “On the Judiciary and the Status of Judges”, upon the decision of the High Council of Justice taken upon the proposal of the High Qualification Commission of Judges of Ukraine, a judge may be, upon his/her consent, seconded to another court of the same tier and specialization to administer justice.
Please be informed that the issue of submitting an application on secondment (temporary transfer) to administer justice to the Rivne Circuit Administrative Court for 2 judges is scheduled for consideration at the meeting of the High Qualification Commission of Judges of Ukraine.
Consideration of the issue will be held at the premises of the High Qualification Commission of Judges of Ukraine (Kyiv, 9 Henerala Shapovala Street), February 14, 2024, at 09:30 a.m.
Judge, who has expressed his/her intention to be seconded to another court of the same tier and specialization, must provide Commission with a statement of consent in accordance with the established form (available for download at this link) (in Ukrainian). Additionally, he/she must attach thereto:
- Certificate in accordance with the established form (available for download at this link) (in Ukrainian);
- Other documents that, in the judge’s opinion, may be taken into consideration when making a decision (if any).
The deadline for documents submission is 7 days from the date of publication of this announcement.
The documents shall be submitted either in paper, or in electronic form.
The documents may be submitted by a judge either in person or sent via mail (including e-mail).

Time to submit the documents in person:
from Monday to Thursday from 08:00 a.m. to 12:00 p.m. and from 12:45 p.m. to 16:00 p.m;
on Fridays from 08:00 a.m. to 12:00 p.m. and from 12:45 p.m. to 15:00 p.m.
Scanned images of paper documents sent by post must be sent to the following e-mail address: inbox@vkksu.gov.ua no later than the next day after the date of their sending, together with a scanned image of the document confirming the respective sending.
Judges willing to send documents by e-mail must send the consent and other materials to the Commission’s e-mail address in the form of an electronic document (signed with a qualified electronic signature).
