A friendly meeting with Mykhailo Makarchuk

On February 1, 2023, the Secretariat of the High Qualification Commission of Judges of Ukraine was visited by Mykhailo Makarchuk, a member of the High Qualification Commission of Judges of Ukraine (2014-2019), Secretary of the Chamber of the High Qualification Commission of Judges of Ukraine (2015-2019).

From the first day of the military aggression of the Russian Federation against Ukraine, Mykhailo Makarchuk joined the territorial defense of Kyiv, which is now part of the Armed Forces of Ukraine, where he is still serving.

During the meeting, Mr. Makarchuk noted that, as a reserve officer and a retired judge, on February 24, 2022, despite his age, he determined that it was his duty to immediately stand shoulder to shoulder with the people of Ukraine to defend the sovereignty of our country. As a member of the battalion, he took part in combat operations in eastern Ukraine and made every effort to successfully accomplish the combat missions assigned by the command.

Mr. Makarchuk noted the support of the Armed Forces of Ukraine by representatives of the judiciary and their prompt response to solving urgent issues of military manning, especially in the first months of the war. In particular, he expressed his gratitude to the members of the Council of Judges of Ukraine, judges of the Supreme Court, Kyiv Court of Appeal, Poltava Court of Appeal, Kharkiv Court of Appeal, and Poltava Circuit Administrative Court who have been providing such support on a regular basis.

It should be emphasized that after the termination of his powers as a member of the Commission, Mr. Makarchuk did not stay away from the activities of its Secretariat and always kept the events related to the Commission in his field of vision. He thanked the staff of the Secretariat, who, despite the hostilities and the danger of rocket attacks, remained in Kyiv and fulfilled their duties. Speaking about the achievements of recent years, the distinguished guest emphasized the improvement of the quality and transparency of information in judicial dossiers and the conversion of the Commission’s decisions into open data format since 2016, which could not be achieved during the period of Commission’s mandate due to a significant number of personnel issues that needed to be resolved immediately.

The Commission’s staff thanked Mr. Makarchuk for his active life position, attention to the activities of the Secretariat, and informed about the results of his volunteer activities and, unfortunately, the loss of the Commission’s closest relatives who fought in the Armed Forces of Ukraine.

He expressed his sincere condolences to Valentina Grigorievna and Natalia Oleksiyivna on the death of their sons at the front and promised that he would continue to make every effort to protect and defend Ukraine.

Makarchuk Mykhailo Andriyovych, born in 1960.

A native of Baikivtsi village, Kovel district, Volyn region.

He began his career in 1978 as a tractor driver at a collective farm in Kovel district, Volyn region.

In 1979-1981 he served in the army.

In 1985, after graduating from Kharkiv Dzerzhynskyi Law Institute (now Yaroslav Mudryi National Law University), he worked as an intern at the Kremenchuk District People’s Court of Poltava Region.

He has 29 years of experience as a judge. He held judicial positions at the Komsomolsk City Court of Poltava Region (1986-2001), Poltava Regional Court (2001-2011), and the High Specialized Court for Civil and Criminal Cases (2011-2016).

By the decision of the XII Extraordinary Congress of Judges of Ukraine of September 25, 2014, he was elected a member of the High Qualification Commission of Judges of Ukraine.

By the Resolution of the Verkhovna Rada of Ukraine No. 1515-VIII of September 8, 2016, he was dismissed from the position of a judge of the High Specialized Court for Civil and Criminal Cases in connection with his resignation.

His powers as a member of the High Qualification Commission of Judges of Ukraine were terminated on November 7, 2019.
