On September 08, 2023, Chairman of the High Qualification Commission of Judges of Ukraine Roman Ihnatov, Deputy Chairman Ruslan Sydorovych, and Commission member Vitalii Gatseliuk met with the Chief of Party of the USAID Justice for All Activity Program David M. Vaughn.
During the meeting, the parties signed a Protocol of Cooperation on Implementation of the USAID Justice for All Activity International Technical Assistance Program.
The document provides for cooperation to promote the idea of justice for all by strengthening justice systems, services, and social engagement to deliver responsive solutions to Ukrainians’ legal problems and justice needs.
In particular, the Program’s joint activities with the Commission will cover the following key areas:
- Improved legal and regulatory framework, policies, methodology and strategies for the development of the justice system to ensure judicial independence, accountability and effectiveness.
- Commitment and capacity of justice institutions to operate independently, accountably and effectively.
- Strengthening judicial accountability and the role of the judiciary in combating corruption in society.
- Enhancing the efficiency, effectiveness and integrity of judicial administration and judicial self-governance, including through open justice approaches.
- Strengthening public oversight of the judicial institutions.
The Chairman of the Commission told the American partners about the immediate plans to complete the qualification evaluation of judges whose five-year term of office has expired and to complete the qualification evaluation of all other judges.
Mr. David M. Vaughn thanked the Chairman of the Commission for the meeting and assured that the USAID Justice for All Activity Program is ready to facilitate and support the High Qualification Commission of Judges of Ukraine.
