On 16 October 2026, the High Qualification Commission of Judges of Ukraine and the Expert Council announced the results of the special joint sessions concerning the compliance of candidates for judicial positions at the Specialised Circuit Administrative Court with the statutory criteria.
Please be reminded, the competition to fill 17 judicial vacancies at the Specialised Circuit Administrative Court was announced on 29 October 2025.
During the sessions, candidates had the opportunity to provide explanations regarding information that had come to the Expert Council’s attention during the collection and assessment of information, and to answer questions from members of the Commission and the Expert Council.
Following the sessions, decisions were adopted on whether the candidates met the criteria of integrity and professional competence. Decisions required a majority vote of the combined membership of the HQCJ and the Expert Council, including the votes of at least two international members of the Expert Council.
Following a joint vote by members of the High Qualification Commission of Judges of Ukraine and the Expert Council, nine candidates were found to meet the criteria of integrity and professional competence:
- Artem Brintsov;
- Olena Doronina;
- Iryna Yerko;
- Yuliia Kitsula;
- Yaroslava Kravchenko;
- Dmytro Kuznietsov;
- Ruslana Liashenko;
- Tetiana Ruban;
- Svitlana Fuhol.
