Member of the Commission Roman Sabodash Took Part in the XIV Judicial Forum

On November 27, 2025, Roman Sabodash, a member of the High Qualification Commission of Judges of Ukraine, took part in the XIV Judicial Forum organised by the Ukrainian Bar Association.

During his speech at the session “Digitisation of the Justice Sector,” Roman Sabodash outlined the key results and achievements of the High Qualification Commission of Judges of Ukraine in the field of digitalisation. In particular, he emphasised the introduction of electronic candidate files, which significantly reduced the workload on the Commission’s secretariat and increased work efficiency.

Roman Sabodash also noted that candidates for the position of judge take their exams in electronic form. According to him, the Commission currently uses its own software and test materials prepared specifically for the needs of the HQCJ. The member of the Commission stressed that further improvements are ahead.

The Commission is actively working on the introduction of electronic judicial dossiers, which are necessary at the current stage. “Judges who have seen their dossiers understand well how complex the current system is and why the transition to electronic format is an urgent need”, added Roman Sabodash.

The member of the Commission also drew attention to another area of work – the creation of a new website. The updated web resource should become a comprehensive set of services for candidates. It will include the development of opportunities for judicial career management, tools for interaction with the Commission, as well as a more convenient format for candidates and all interested parties to track the progress of procedures, submitted documents, and materials.

The session participants noted that electronic document management remains one of the challenges, as the volume and complexity of processing materials create a significant workload. At the same time, it was emphasised that the further development and improvement of electronic solutions is a necessary condition for the effective work of both the Commission and all institutions in the justice sector.

In addition to representatives of the Supreme Court, the High Council of Justice, the State Judicial Administration of Ukraine, and relevant ministries, judges, lawyers, and other forum participants also expressed their thoughts and suggestions on improving the digital tools used in the judicial system.
