The Chairman of the Commission met with the Head of the Council of Europe Office in Ukraine

On October 06, 2023, the Chairman of the High Qualification Commission of Judges of Ukraine Roman Ihnatov held a working meeting with the Head of the Council of Europe Office in Ukraine Maciej Janczak.

The event was also attended by the Manager of the Council of Europe Project “Support to the functioning of justice in the war and post-war context in Ukraine” Iryna Kushnir, and the Deputy Chairman of the Commission Ruslan Sydorovych.

The participants discussed the possibility of the Council of Europe Office to support the Commission’s activities and the functioning of the Ukrainian judicial system in general.

Roman Ihnatov congratulated Mr. Maciej Janczak on his appointment as the Head of the Council of Europe Office in Ukraine and talked about the peculiarities of the work of the High Qualification Commission of Judges of Ukraine. He noted that the Commission is currently preparing to resume the qualification evaluation of judges for their suitability for the position with the active participation of the Public Integrity Council.

They also discussed the Commission’s urgent needs for modern computer and server equipment; the need to introduce an automated system for forming and maintaining judicial dossiers; the improvement of the Automation Workflow System of the Commission (AWS); creating an automated system for forming and maintaining dossiers of candidates for the position of a judge; improvement of examination systems and testing methods, etc.

Mr. Janczak noted that within the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Rebuilding” (20232026), developed in close cooperation with the Ukrainian authorities, the efforts of the Council of Europe Office in Ukraine will be directed to the effective implementation of the measures envisaged by the Action Plan, taking into account the needs of Ukraine within the framework of projects designed to strengthen the country’s resilience and promote its recovery and reconstruction during the ongoing war and in the post-war period.

As a reminder, on April 24, 2023, the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Rebuilding” (20232026) was presented in Kyiv. The Action Plan, in particular, envisages support for the functioning and development of an independent, efficient and reliable justice system, including the restoration of the national court system, further strengthening of the structural independence of the judiciary, expanding access to justice and increasing the efficiency of justice and the system of execution of state court decisions, development judicial self-management, as well as promoting strategic planning and implementation of the judiciary.
