The final Annual Coordination Meeting of the Council of Europe Project “Support to the implementation of the judicial reform in Ukraine”
On 23 November 2016 the Head of the International Cooperation Division of the High Qualification Commission of Judges of Ukraine Secretariat Mrs. Polina Kazakevych took part in the final Annual Meeting of the Coordination Group of the Council of Europe Project “Support to the implementation of the judicial reform in Ukraine.”
The event participants listened to a report on Project’s activities done for the current year and discussed the working plans for 2017.
The list of participants included the representatives of the Presidential Administration of Ukraine, Ministry of Justice of Ukraine, Supreme Court of Ukraine, High Specialized Court of Ukraine for Civil and Criminal Cases, High Commercial Court of Ukraine, High Administrative Court of Ukraine, High Council of Justice, Council of Judges of Ukraine, State Judicial Administration of Ukraine, National School of Judges of Ukraine and NGOs.
Mrs. Polina Kazakevych thanked the Council of Europe for cooperation in building an independent, fair, transparent and efficient judicial system of Ukraine, including assistance in holding the competition for the appointment of judges of the new Supreme Court and noted that the Commission continues expecting positive results that are in compliance with tight deadlines established by law.
In addition, Mrs. Kazakevych expressed gratitude to international colleagues for carrying out expert examination of the draft Regulation on the procedure and methodology of qualification assessment, eligibility indicators according to qualification assessment criteria and means of their determination and draft Regulation on the procedure of exam taking and methodology of its assessment during qualification assessment. She also noted about financing by the Project of three informative videos about process of establishing and working peculiarities of the Public Council of Integrity.
Furthermore, the Commission representative told that the Project will carry out an expert analysis of the list of the European Court of Human Rights decisions, which made the list of tasks for anonymous written test of judges and will give recommendations for its improvement.
At the end of the final annual meeting the participants thanked the Project for effective and fruitful cooperation and agreed to continue it within the established in 2016 areas.
After the event there was held a round table “Role and powers of court presidents: the new opinion of the Consultative Council of the European Judges and the experience of judicial reform in Ukraine,” during which the representative of Ukraine in the Consultative Council of European Judges, the president of the Appeal Court of Zaporizhzhia region Mr. Viktor Horodovenko presented to participants the Opinion No 19 of the Consultative Council of European Judges on the role of courts presidents, adopted in Strasbourg on 10 November 2016. Presidents of different court levels admitted the timeliness, relevance and importance of the Opinion.
The Project “Support to the implementation of the judicial reform in Ukraine” is supported through the financial contribution of the Government of the United Kingdom of Great Britain and Northern Ireland and is a continuation of work of the Council of Europe on reforming the judicial system of Ukraine. It aims to ensure further approximation of Ukrainian judicial system to the standards and recommendations of the Council of Europe.All news
