Procedures of the judicial career Selection for the position of a local court judge On July 06, 2026, the Commission approved the coded results of the practical assignment in the local general court specialisation (the fourth stage of the qualification exam) completed by 445 participants: on October 28, 2025 by participants of the first group; on October 29, 2025 by participants of the second group; and on October 31, 2025 by participants of both the first and second groups comprising candidates for the position of a local court judge and judges who had expressed their intention to be transferred to another local court. On July 29, 2026, the Commission approved the ranking of candidates for the position of a judge of local administrative court and judges who had expressed their intention to be transferred to local administrative courts. A total of 276 candidates and judges who had expressed their intention to be transferred were placed on the reserve list for vacant positions of judges in local administrative courts. On July 14, 2026, the Commission commenced interviews with candidates for the Rivne Court of Appeal as part of the first stage of the competition for vacant positions of judges in the third group of general courts of appeal. 23 candidates applied for the competition for 12 vacant positions of judges at the Rivne Court of Appeal.
During July, the Commission conducted interviews with 29 candidates for positions of judges in the general courts of appeal. As a result:
- 9 candidates have confirmed their ability to administer justice (7 for the Dnipro Court of Appeal, 1 for the Rivne Court of Appeal and 1 for the Kharkiv Court of Appeal);
- 5 candidates will be interviewed by the plenary session of the Commission (1 for the Dnipro Court of Appeal, 2 for the Kyiv Court of Appeal, 1 for the Kharkiv Court of Appeal and 1 for the Rivne Court of Appeal).
On July 29, 2026, the Commission approved the ranking of candidates following the qualification assessment conducted as part of the competition for vacant positions of judges at the Lviv Court of Appeal and declared 28 winners of the competition.

The competition for appointments to the general courts of appeal remains ongoing, with 305 positions still to be filled.
Competition to the High Anti-Corruption Court
On July 20, 2026, the Commission took a decision approving amendments to the Initial Training Programme for Judges of the High Anti-Corruption Court, including its Appeals Chamber, as approved by the Decision of the HQCJU No. 39/zp-26 of April 06, 2026.
Competition to the Specialised Circuit Administrative Court and Specialised Administrative Court of Appeal
On July 13, 2026, the Commission took a decision approving the Initial Training Programme for Judges of the Specialised Circuit Administrative Court and the Initial Training Programme for Judges of the Specialised Administrative Court of Appeal.
Secondments
8 notifications from the State Judicial Administration of Ukraine on secondments were received.
The issues of secondments of judges were considered:
- to 18 courts due to an excessive caseload;
- from 3 courts due to a change in the territorial jurisdiction of court cases.
It was recommended that judges be seconded to the following courts:
- Vinnytsia District Administrative Court (1 judge);
- Dnipropetrovsk District Administrative Court (1 judge);
- Zaporizhzhia District Administrative Court (1 judge);
- Kyiv District Administrative Court (7 judges);
- Lviv District Administrative Court (2 judges);

Qualification assessment
for suitability of a judge for his/her position held and in connection with the imposition of a disciplinary sanction
The qualification assessment for suitability for the position held was terminated in respect of 6 judges following the termination of their judicial powers or their dismissal from the position of a judge:
- Iryna Vasylchenko, District Administrative Court of Kyiv;
- Olena Vlasenkova, District Administrative Court of Kyiv;
- Nataliia Husieva, Artsyz District Court of Odesa Oblast;
- Anna Kuzmenko, District Administrative Court of Kyiv;
- Olena Piliuhina, Kharkiv District Court of Kharkiv Oblast;
- Liudmyla Saltan, Kyivskyi District Court of Odesa City.
The qualification assessment for suitability for the position held was also terminated in respect of 10 judges following confirmation of their ability to administer justice in the court of appeal:

On July 06, 2026, the Commission approved the results of the exam taken on June 15, 2026 by Volodymyr Lypa, a judge of the Zhytomyr District Administrative Court, as part of the qualification assessment to determine his suitability for the position held. The judge was admitted to the second stage of the qualification assessment, namely the review of the judicial dossier and interview.

Key decisions of the Commission
Following the entry into force of the Law of Ukraine “On Amendments to the Law of Ukraine “On the Judiciary and the Status of Judges” and the Law of Ukraine “On the High Council of Justice” Regarding the Improvement of Judges’ Declarations of Integrity and Family Ties” No. 4905-IX of June 09, 2026, on July 08, 2026 the Commission approved new templates for:
Declaration of Integrity and Family Ties of a Candidate for the Position of a Judge;
Declaration of Integrity and Family Ties of a Judge.
The Commission also approved new Rules for Completing and Submitting:
Declaration of Integrity and Family Ties of a Candidate for the Positon of a Judge;
Declaration of Integrity and Family Ties of a Judge.
The online submission of declarations via the Commission’s official website has been available since July 09, 2026.
On July 08, 2026, with a view to implementing the Rule of Law Roadmap approved by the Cabinet of Ministers of Ukraine on May 14, 2025, which is required for the opening of Ukraine’s EU accession negotiations under Cluster 1 “Fundamentals”, in particular Chapter 23 “Judiciary and Fundamental Rights”, the Commission approved the Methodological Recommendations on Conducting Regular Assessment, developed by the National School of Judges of Ukraine, as well as training programmes on regular assessment for judges and representatives of civil society organisations.
In July 2026, the Commission launched a new #HowToBecomeAJudge page on its official website, providing key information on Ukraine’s judicial system, eligibility requirements for candidates, and the stages of the judicial selection (competition) procedure.

Participation in the events
July 02, 2026 – a meeting chaired by the Deputy Minister of Economy, Environment and Agriculture of Ukraine to discuss the progress in implementing the 2025–2026 measures under the Ukraine Facility Plan.
July 09, 2026 – a working meeting between members of the HQCJU and its Secretariat staff, and representatives of the EU Project “PravoJustice4EU (Pravo 4)” and the French international technical assistance agency Expertise France, to discuss the HQCJU’s current challenges, priorities and needs, as well as to identify expectations for the implementation of the Project’s fourth phase in order to plan future cooperation and support for justice sector reforms.
July 16–17, 2026 – the second round of thematic workshops under the “Justice” component of the Rule of Law Roadmap, organised by the Ministry of Justice of Ukraine with the support of the EU Project “Pravo-Justice III”.
July 28, 2026 – an online presentation “EU Accession Negotiations: The Framework and Lessons from the IBAR (Interim Benchmark Assessment Report) Process in Albania and Montenegro”, organised with the support of the Government Office for Coordination on European and Euro-Atlantic Integration.
