Competition for the General Courts of Appeal: One Candidate Has Confirmed the Ability to Administer Justice at the Kharkiv Court of Appeal

On August 05, 2026, at the plenary session of the High Qualification Commission of Judges of Ukraine, the issue of confirming the ability of three candidates for the position of a judge to administer justice in the general court of appeal was considered.

Andrii Lohvinov has confirmed the ability to administer justice at the Kharkiv Court of Appeal. Liudmyla Rybalchenko has failed to confirm the ability to administer justice at the Kharkiv Court of Appeal.

At the Dnipro Court of Appeal, Ruslan Kapran has failed to confirm the ability to administer justice.

Please be reminded that 62 candidates submitted applications to participate in the competition for 47 vacant positions of judges in the Kharkiv Court of Appeal. In total, interviews were conducted with 53 candidates: 36 candidates confirmed their ability to administer justice, 13 candidates failed to confirm it, and 4 candidates will be interviewed by the plenary session of the Commission. Two candidates withdrew from the competition. The qualification assessment has been suspended for 1 candidate.

43 candidates submitted applications to participate in the competition for 23 vacant positions of judges at the Dnipro Court of Appeal. In total, interviews were conducted with 41 candidates for the Dnipro Court of Appeal: 27 candidates confirmed their ability to administer justice, 14 candidates failed to confirm it. Two candidates withdrew from the competition.
