The Commission Recommends Secondment of 3 Judges to Other Courts

On August 26, 2026, the Second Chamber of the High Qualification Commission of Judges of Ukraine considered the issue of submitting a proposal recommending the secondment of judges to other courts of the same level and specialisation for the administration of justice.

Following a change in the territorial jurisdiction of court cases, the Commission has decided to submit a proposal to the High Council of Justice recommending that Ihor Bytiak and Yevhen Filippov, judges of the Vasylkivka District Court of Dnipropetrovsk Oblast, be seconded for a period of one year to the Amur-Nyzhnodniprovskyi District Court of Dnipro City.

Furthermore, in connection with the change in the territorial jurisdiction of court cases, the Commission decided to submit a proposal to the High Council of Justice recommending the secondment, for a period of one year, of Snizhana Stepanova, a judge of the Central District Court of Mariupol City, Donetsk Oblast, to the Sobornyі District Court of Dnipro City.

The Overall Results of the First Stage of the Qualification Assessment As Part of the Competitions to Fill Vacant Positions of Judges at the Specialised Circuit Administrative Court and the Specialised Administrative Court of Appeal Have Been Approved

On August 26, 2026, the High Qualification Commission of Judges of Ukraine approved the overall results of the first stage, Sitting the Qualification Exam, of the qualification assessment within the framework of the competitions announced by the Commission’s Decisions No. 193/zp -25 and No. 194/zp-25.

The Commission has admitted the following candidates to the second stage of the qualification assessment, Review of dossier and interviews:

67 candidates for the positions of judges at the Specialised Circuit Administrative Court (in Ukrainian);

23 candidates for the positions of judges at the Specialised Administrative Court of Appeal (in Ukrainian).

The second stage of the qualification assessment, Review of dossier and interviews, as part of the aforementioned competitions, is scheduled to take place during the fourth quarter of 2026.

Please be reminded that, in order to assist the Commission in determining whether candidates for the positions of judges at the Specialised Circuit Administrative Court and the Specialised Administrative Court of Appeal meet the criteria of integrity and professional competence for the purposes of the qualification assessment, the Expert Council operates as a supporting and advisory body to the High Qualification Commission of Judges of Ukraine.

In particular, the Expert Council collects, verifies and analyses information regarding candidates for the positions of judges of the Specialised Circuit Administrative Court and the Specialised Administrative Court of Appeal.

In the cases specified in paragraph 81 of Section XII Final and Transitional Provisions of the Law of Ukraine On the Judiciary and the Status of Judges, issues concerning candidates’ compliance with the criteria of integrity and/or professional competence are referred to a special joint session of the High Qualification Commission of Judges of Ukraine and the Expert Council.
