Solemnities on the appointment of judges of the High Anti-Corruption Court held

On April 11, 2019, in the Klovsky palace, on the premises of the Supreme Court, solemnities as to the appointment to judicial positions of the High Anti-Corruption Court and the ceremony of taking the oath by newly appointed judges took place. Oath was taken by judges from among scholars and advocates. Mr. Petro Poroshenko, President of Ukraine; Mr. Volodymyr Hroisman, Prime Minister of Ukraine; Mr. Andrii Parubii, Speaker of the Verkhovna Rada of Ukraine; Mr. Sergii Koziakov, Chairman of the High Qualification Commission of Judges of Ukraine; Mr. Ihor Benedysiuk, Chairman of the High Council of Justice; Ms. Valentyna Danishevska, Chair of the Supreme Court; Mr. Oleh Tkachuk, Chairman of the Council of Judges of Ukraine, representatives of national and international bodies and institutions and journalists were present at the ceremony.

At the beginning of the event, the relevant decrees of the President of Ukraine were announced.

"It is a long-awaited event for our country. A landmark day for each of us. We have been heading for this day for a long time, starting from voting in the Verkhovna Rada for amendments to the Constitution as to justice and the new law on the judiciary. I emphasize that it was then that Ukraine made a strategic decision to establish the anticorruption court. It was an integral part of the law on the judiciary, to establish this court by means of a transparent competition and to involve the best legal professionals thereto", said the President of Ukraine.

The Head of State stressed: "The High Anti-Corruption Court should significantly strengthen the entire judicial system of Ukraine and become a true pillar for our state in an immensely important field, the fight against corruption". He reminded that highly qualified international experts from many countries, former judges and prosecutors from Great Britain, Canada, Denmark, Lithuania, Macedonia were involved in the competitive procedures.

"And for me personally, this competition has become a real breakthrough. This selection lasted for long seven months. Some hundreds of candidates: judges, scholars, advocates. Unparalleled and extraordinary transparency and publicity of all and each individual procedure, unprecedented openness. Everyone who had a desire had the opportunity to watch every stage live", said Mr. Petro Poroshenko and stressed that this work has shown high standards for Ukraine." I want to thank both the Chairman and the members of the HQCJ for this brilliantly organized work. I want to emphasize that this work has demonstrated high standards for Ukraine. Indeed, it is very difficult to find examples of such coordinated, transparent and important work in course of selecting judges-to-be in the world", he added.

"38 new judges start serving in a totally new court. You have all the levers and tools to be successful as the judicial reform, for the first time in the history of Ukraine, gave you independence from the legislative and executive branches of power, by the way, and from the President also, complete independence. After all, my role is finished here and now, during your oath," the Head of State said.

Media representatives talked to judges of the High Anti-Corruption Court. The newly appointed judges were congratulated by Mr. Oleh Tkachuk, Chairman of the Council of Judges of Ukraine.

It should be recalled that according to current legislation, within thirty days HACC judges shall meet and determine the date when the High Anti-Corruption Court commences its work, shall elect the leadership of the court, decide other organizational issues and select the investigating judges.
