Mr. Sergii Koziakov, HQCJ Chairman presented Ukraine’s experience in forming an anticorruption court in the city of Vienna

On March 04 and 05, 2019 an informational event for the OSCE member-states missions devoted to the Ukrainian reforms “Taking Stock of Key Reforms in Ukraine: Decentralization and the Judiciary” is taking place in Vienna (Austria).

The Ukrainian delegation includes the Chairman of the High Qualification Commission of Judges of Ukraine Mr. Sergii Koziakov.

During his speech in the section “High Anti-Corruption Court of Ukraine Competition” Mr. Sergii Koziakov outlined the main stages of formation of the anti-corruption court in Ukraine and its appeal chamber.

The Chairman of the Commission noted that representatives of the media and the public were watching the exam. The exam, the special joint meetings, and the interviews with the HQCJ Members were broadcast online, and all candidates’ dossiers were published on the official website of the Commission.

The HQCJ Chairman spoke about Commission’s work with the Public Council of International Experts. “This is the first time any country has invited international experts to participate in procedures as to the appointment to judicial positions”, said Mr. Sergii Koziakov. According to him, it was a very positive experience of the joint work.

Also, the Chairman of the Commission said that the rating of candidates to the High Anti-Corruption Court will be formed out of the number of persons, who have successfully passed all the stages of the competition, in the nearest future.

Mr. Sergii Koziakov mentioned other procedures that are currently being carried out by the Commission: the second competition to the Supreme Court, competitions to the High Court on Intellectual Property and the Appeal Chamber of this court, the qualification evaluation of judges for the compliance with the occupied position, as well as the selection of candidates for the positions of local court judges.

The Chairman of the Commission thanked international partners who provided support in the framework of the competition to the High Anti-Corruption Court for their comprehensive assistance.

The working visit of the Ukrainian delegation to the city of Vienna was organized with the assistance of the OSCE Project Co-ordinator in Ukraine.
