Interim results of the judicial reform in Ukraine were discussed in course of meetings in Brussels

On April 8 and April 9, 2019, Mr. Sergii Koziakov, Chairman of the High Qualification Commission of Judges of Ukraine as a part of the Ukrainian delegation is taking part in a working visit to Brussels, the Kingdom of Belgium.

The visit program provides for the participation of members of the delegation in meetings with representatives of the European Union institutions, the main topic for discussion of which is state of judicial reform implementation in Ukraine.

Mr. Sergii Koziakov, along with other members of the delegation, had meetings with representatives of the European Commission, the European Parliament and the Support Group for Ukraine. The Chairman of the Commission also spoke to representatives of the European External Action Service.

In course of the meetings, Mr. Sergii Koziakov told European high ranking officials about the Commission's activities in the framework of judicial reform, in particular, about Ukraine's experience in establishing anti-corruption court.

The Chairman of the HQCJ devoted special attention to results of the Commission's work with the Public Council of International Experts. He briefed European experts on the results of holding special joint meetings of the HQCJ and the PCIE and noted the full cooperation with the members of the Council.

"I can say that we have received many good comments from our European colleagues, in particular, from the members of the Public Council of International Experts who participated in this competition with us and assessed whether the candidates meet the principles of integrity and professionalism," said Mr. Sergii Koziakov.

The Chairman of the Commission drew attention to the fact that forming the highest court of the country, the Supreme Court, is finished. Mr. Sergii Koziakov also spoke about other procedures currently being conducted by the Commission: competitions to the High Court on Intellectual Property and the Appeals Chamber of this court, qualification evaluation of judges for eligibility of the position held as well as selection of candidates for positions of judges of local courts.

Mr. Sergii Koziakov also informed European colleagues about the dramatic number of vacancies in local courts and that the Commission is taking steps in the nearest future to resolutely remedy the situation by conducting a quick competition for about 700 judicial candidates who successfully passed the exam.

"As we see, many things as to judicial power that are difficult to explain are taking place in many of our neighbors.  Not criticizing what is happening outside our borders, I would like to note: Ukraine, by contrast, is very seriously moving forward. These things are so far getting only positive comments from our European colleagues," emphasized the Chairman of the HQCJ.

It should be noted that the Ukrainian delegation also included Mr. Pavlo Petrenko, Minister of Justice of Ukraine;  Mr. Oleksiy Filatov, Deputy Head of the Presidential Administration of Ukraine; Mr. Vsevolod Kniaziev, Secretary of the Grand Chamber of the Supreme Court;  Ms. Yuliia Zaichenko, Director General of the Directorate for Strategic Planning and European Integration of the Ministry of Justice of Ukraine and Mr. Illia Chernohorenko, Director General of the Directorate of Legal Policy in the sphere of judicial system, justice and related legal institutes of the Ministry of Justice of Ukraine.
