Commission’s Rules of Procedure amended

On January 4, 2019, a meeting of the High Qualification Commission of Judges of Ukraine, during which the issue of amending the Rules of Procedure of the HQCJ was considered, took place.

The members of the Commission approved the amendments to the HQCJ Rules of Procedure with regard to determining the procedure for considering by the Commission of the issue of taking qualification evaluation by candidates for participation in the competition for the position of a judge of the High Anti-Corruption Court with the participation of the Public Council of International Experts. The text of the amendments was previously prepared by the joint working group of the HQCJ and the PCIE.

The meeting was also attended by the Chairman of the Public Council of International Experts Sir Anthony Hooper, the members of the PCIE Mr. Aurelijus Gutauskas and Mr. Flemming Christian Denker, as well as representatives of the US Embassy in Ukraine, the International Monetary Fund and the International Development Law Organization (IDLO).

During the meeting, the Chairman of the HQCJ expressed his sincere impression of the amount of work, professionally done by the members of the PCIE within a short timeframe.

It should be reminded that at the beginning of the year a joint working group of the Commission and the PCIE, which discussed and agreed on the issues regarding a special joint meeting within the framework of the competition to the High Anti-Corruption Court stipulated by the Law of Ukraine “On the High Anti-Corruption Court”, was created.

Also on January 4, 2019, the Chairman of the Public Council of International Experts personally handed to the Commission a list of candidates to the High Anti-Corruption Court, in respect of which on January 18, 2019, a special joint meeting of the HQCJ and the PCIE will take place. During it, the question of meeting the criteria provided for by the Article 8, paragraph 4 of the Law of Ukraine “On the High Anti-Corruption Court” by the following candidates for the positions of judges of the High Anti-Corruption Court will be considered:

  1. Holub Oksana Anatoliivna
  2. Zahorodnii Anatolii Fedorovych
  3. Zaiets Taras Oleksandrovych
  4. Kviatkovskyi Anatolii Stepanovych
  5. Kulinich Yurii Petrovych
  6. Martynov Yevhen Oleksandrovych
  7. Tishko Dmytro Anatoliyovych
  8. Shtulman Ihor Volodymyrovych.
